Attached is a recent FLRA decision involving a negotiability appeal filed by NATCA in connection with its negotiations over the EBUS system. Since PASS frequently submits similar proposals during mid-term bargaining over the implementation of new technical systems, it is instructive to know how the FLRA will evaluate the proposals.
